Synopsis : Une gigantesque explosion et une fusillade d'une ampleur sans précédent se produisent autour d'un camion de déneigement à Causeway, un quartier du centre-ville de Hong Kong. Après enquête, il s'agit du prélude à une série d'actions extravagantes planifiées par l'héritier d'un conglomérat pharmaceutique mondial, qui se solde par la mort à l'hôpital de son propre père, fondateur du conglomérat familial et prétendument cerveau du trafic mondial de drogue. Une guerre est déclarée avec pour objectif de créer « un monde sans drogue » ; le monde et la pègre sont plongés dans un chaos total.
